Substance Use Disorder (SUD) Community Planning Process, 2020-2021: Final Recommendations

The Substance Use Disorder (SUD) Community Planning Process took place in 2020-2021, with staff support from Travis County Health and Human Services. This facilitated, participatory, community planning process set out to make recommendations for what a future SUD Planning Structure could look like. This future SUD Planning Structure will be responsible for creating and implementing an SUD Plan, and coordinating SUD responses in our community. Travis County Commissioners Court provides direction to staff to develop SUD Consortium

Travis County Commissioners Court received a detailed update on the 2020-2021 SUD Community Planning Process on January 27, 2022. Several months later, Court action on March 29, 2022 resulted in:

  • Approval of the SUD Consortium option as the future Substance Use Disorder (SUD) Planning Structure,
  • Direction to HHS to follow the SUD Community Planning Recommendations, Phase 1-7 Deliverables, as the guiding framework, and
  • Approval for HHS staff to do this work collaboratively with our peers at the City of Austin and Central Health to develop a realistic funding approach for the SUD Consortium.

Travis County Commissioners Court received a staff update on July 19, 2022 regarding the SUD Consortium, including work to:

  • Identify cost drivers, research benchmark examples, and create a realistic cost proposal to operationalize the SUD Consortium with fidelity to the SUD Community Process’s final recommendations;
  • Steward collaborative discussions between Executives from the County, the City, and Central Health, in order to vet and finalize proposed total costs, and reach agreement on cost split and budget intentions; and
  • Develop an Implementation Roadmap to make the Consortium operational.

 

Memorandum of Understanding between Travis County, the City of Austin, and Central Health for development of the new SUD Consortium

We are pleased to announce that Travis County, the City of Austin, and Central Health have a signed agreement in place to collaboratively steward the development of the new SUD Consortium. The three partners agreed to split the cost of the Convener of the Consortium, identified funding to support this effort, and agreed to a competitive procurement process led by Travis County. The partners created a Memorandum of Understanding (MOU) to memorialize how we will work together to stand up the SUD Consortium.

TAX RATE: TRAVIS COUNTY ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR’S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 3.5 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $9.12.
