Staff Biographies

Christy Moffet – CDBG Senior Planner

Christy Moffett has worked with Travis County’s Community Development Block Grant since its inception in 2006. As Senior Planner, Christy oversees all aspects of the CDBG grant. Additionally, she advocates for policy change and legislative priorities regarding CDBG and other related efforts through her involvement with the National Association for County Community and Economic Development.

Working for local governments and non-profits, Christy holds over 14 years experience. Her expertise centers around program administration and management, grant management and direct practice in the areas of community development, basic needs, substance abuse intervention and prevention, and HIV/AIDS services in both rural and urban settings.

Christy is licensed by the State of Texas as a master level social worker. She holds a Bachelor of Science degree in Human Development and Family Studies from Texas Tech University and a Master of Science degree in Social Work from the University of Texas at Arlington. She has worked for Travis County since April 2003.

Martha Brown – CDBG Planner

Martha Brown joined the Travis County CDBG Office in 2010. With a background in affordable housing and community development issues, she has worked in both local government and nonprofit settings. Her experience includes managing the Inclusionary Housing Program of the City of San Francisco’s Mayor’s Office of Housing, and managing the Research and Training Programs for the Texas Association of Community Development Corporations. Additionally, she has worked on projects for the United Way of Central Texas, and the Enterprise Community Loan Fund. Martha holds a Master of Public Affairs from the LBJ School of Public Affairs at the University of Texas at Austin.

Elena Rivera – CDBG Planner

Elena Rivera joined the Travis County CDBG Office in 2012. Her background includes working with Pima County’s Community Development and Neighborhood Conservation Department in Tucson, AZ assisting their Neighborhood Stabilization (NSP2) program. Through this work, as well as work experiences and graduate studies in planning, design, and engineering, Elena has worked with diverse clients and community groups, both in the U.S. and abroad, including several Spanish-speaking communities.

Elena’s environmental and process safety consulting and project management experience, which included navigating, researching, analyzing, interpreting, and auditing compliance with federal, state, and local regulations, has greatly facilitated her conducting the environmental reviews in support of Travis County’s CDBG program, providing regulatory and data analysis in support of the CDBG program, and providing project management support. Elena also performs the GIS mapping and Adobe Creative Suite (e.g., InDesign) design work for the CDBG Program. Her graduate studies in community and regional planning and in sustainable/ecological land use planning and design have also supported her work with the CDBG program.

Elena holds a Master’s degree in ecological planning and design from the Conway School of Landscape Design in Conway, Massachusetts; a B.S. in chemical engineering from the University of Texas at Austin; a B.S. in chemistry from the University of Puerto Rico at Mayaguez; and teaching certificates for grades 6-12 chemistry and physical science from Texas State University in San Marcos.
