Staff Biographies

Monique Coleman, MPA, MCRP - CDBG Planning Manager

Elena Rivera joined the Travis County CDBG Office in 2012. Her background includes working with Pima County’s Community Development and Neighborhood Conservation Department in Tucson, AZ assisting their Neighborhood Stabilization (NSP2) program. Through this work, as well as work experiences and graduate studies in planning, design, and engineering, Elena has worked with diverse clients and community groups, both in the U.S. and abroad, including several Spanish-speaking communities.

Elena’s environmental and process safety consulting and project management experience, which included navigating, researching, analyzing, interpreting, and auditing compliance with federal, state, and local regulations, has greatly facilitated her conducting the environmental reviews in support of Travis County’s CDBG program, providing regulatory and data analysis in support of the CDBG program, and providing project management support. Elena also performs the GIS mapping and Adobe Creative Suite (e.g., InDesign) design work for the CDBG Program. Her graduate studies in community and regional planning and in sustainable/ecological land use planning and design have also supported her work with the CDBG program.

Elena holds a Master’s degree in ecological planning and design from the Conway School of Landscape Design in Conway, Massachusetts; a B.S. in chemical engineering from the University of Texas at Austin; a B.S. in chemistry from the University of Puerto Rico at Mayaguez; and teaching certificates for grades 6-12 chemistry and physical science from Texas State University in San Marcos.

TAX RATE: TRAVIS COUNTY ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR’S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 12.7 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $34.51.
