As an entitlement county receiving Community Development Block Grant (CDBG) funds from HUD, Travis County must fulfill its fair housing responsibilities by developing an Analysis of Impediments (AI) to Fair Housing Choice and by taking actions to overcome the effects identified in the AI through the implementation of a Fair Housing Plan (FHP) and maintain records reflecting the analysis and actions taken. The Citizen Participation Plan (CPP) is a document that outlines the methods by which HHS/VS will encourage public participation in the planning and implementation of its CDBG program.

Travis County’s Citizen Participation Plan (CPP) outlines procedures for notifying the public of public hearings and opportunities to comment on community needs, planned use of CDBG funds and performance of all CDBG funded projects.

The plan also outlines Travis County efforts to ensure accessibility of all CDBG public notices, hearings, and posted documents to all segments of the population, including people with unique needs, language barriers, or limited ability.

Every three or five years, HHS/VS publishes a Consolidated Plan, which includes demographic and community-wide data.

The Consolidated Plan also sets out the strategic direction for allocating funds, establishing the goals and strategies for a five year period.

During the development of the Consolidated Plan the public has ample opportunities to provide input related to community needs and the five-year strategic direction. As planning begins for the next Consolidated Plan, the CDBG office will inform the public of different ways that community residents and service providers can be involved in determining the County’s next five-year strategic direction.

Each year, an Action Plan is published to inform the community how Travis County intends to allocate its annual CDBG award. Projects found in each Action Plan follow the goals and objectives set out in the Consolidated Plan.

The public has an opportunity to provide input related to the community needs and project ideas by either attending public hearings held annually during the months of February and March, by filling out a Citizen Participation form or by submitting a Project Proposal Form.

The public also has an opportunity to comment on the proposed uses of CDBG funds by attending a public hearing or by submitting a written comment during a 30-day public comment period held in late June through mid-July of each year.

Every year, Travis County publishes a Consolidated Annual Performance Evaluation Report (CAPER).

The CAPER provides an overview of Travis County’s CDBG performance for the past year including performance measures, project status and fiscal expenditures.

The CAPER is posted annually for public comment during the months of November and December in accordance with the Citizen Participation Plan.
