The Travis County COVID-19 Emergency Rental Assistance Program is designed to help low- and moderate-income Travis County residents that are unable to pay rent due to the COVID-19 Pandemic.

Eligibility Criteria:

  • Resides in Travis County, Texas
  • Meets one or more of the following:
    • Qualifies for unemployment, or
    • Has experienced a reduction in household income, or
    • Incurred significant costs due to COVID-19, or
    • Experienced a financial hardship due to COVID-19
  • Demonstrates a risk of experiencing homelessness or housing instability
  • Has a household income at or below 80% of the area median income (AMI) 

The online application is available in English and Spanish. Please allow 45 minutes to an hour to complete the online application. You will not be able to leave and then return to complete later.  

If you need a paper copy of the application, contact one of our Community Centers. Completed paper applications cannot be emailed.

Responses to Frequently Asked Questions (FAQs) are available for both tenants and landlords. If you need assistance call the Client Call Center at 512-677-6070.

Assistance through the Call Center is available in multiple languages, including Spanish.

Documentation Upload Instructions

Documents may be uploaded with any internet enabled device: computer, mobile phone, or tablet. If a client does not have device access, documents may be uploaded on their behalf by family and friends. Documents may also be emailed to ERAP at [email protected].

To protect client information, we strongly encourage uploading rather than emailing. 5 documents can be uploaded at a time. The maximum size per document is 4MB. PDF, JPEG, and JPG are the only acceptable fileformats for documentation submission.

You will find two pathways to upload supporting documents to the ERAP Application Portal.

The first pathway is in the navigation bar on the ERAP Application Portal. You must click on “Upload Documents” to begin the documentation upload process.

The second pathway is located beneath the section header labeled “Steps to Complete the Application.” You must click on the button labeled “More” to begin the documentation upload process.

After navigating to the Document Upload window, you should verify that the button labeled “Upload Documents for Tenants” is darkened.

If the button labeled “Upload Documents for Tenants” is lightened, please click on “Upload Documents for Tenants.”

After the page reloads, the button labeled “Upload Documents for Tenants” should be dark.

Step2 CorrectPage

Once you’ve confirmed that you are on the correct page, you will be prompted to provide ERAP identification, including the Client/Entity ID – or – Application ID, and, if applicable, Date of Birth and/or the Last four-digits of the SSN.

Client/Entity ID:
This is the Client ID a client has in the program. Please note that the client might not have a Client ID. If this is the case, please use the application ID tied to the client.

Application ID:
After submitting the ERAP application form, the client will receive an Application ID that can be used by the client (or the individual assisting the client) as a reference for the application.

Step3 ProvideID

Before uploading your documents, you must provide details about the items that will be uploaded to the ERAP platform.

There are 20 different types of documents that could be submitted to the ERAP platform.

Step4 DocumentType

Depending on the document, you may be prompted
to identify a specific household member.

E.g., Jane Doe’s W-9, John Doe’s Birth Certificate

Step4 MemberName

Once document details are provided in the platform, you can begin uploading documents by clicking the button labeled “Choose Files.”

Remember:

  • 5 documents can be uploaded at a time
  • The maximum size per document is 4MB
  • The only acceptable file formats are PDF, JPEG, and JPG.

Step5 Upload

After the upload is complete, you will be asked to complete a Captcha Validation.

The reason for this validation step is to prevent automated spam submissions.

Step6 Captcha

It is highly encouraged that you review the page before submitting the uploaded document(s).

Once you confirm that everything on the page is accurate, click on the dark button labeled “Submit Tenant Documents.”

This action may be repeated until all of the documents are uploaded to the ERAP platform for review.

Eviction Moratorium

Travis County Judge Andy Brown has signed County Judge Order No. 2021-07 Relating to Notices to Vacate, Eviction Proceedings in response to COVID-19. This order extends the prohibition of eviction proceedings with some exceptions through October 15, 2021, unless terminated or modified by a subsequent order.

Additionally, the Travis County Justices of the Peace signed an order that also addresses eviction proceedings.

Other Resources

Travis County, the City of Austin, and the State of Texas are working to provide emergency financial assistance with rent and mortgage payments to constituents in need due to the COVID-19 pandemic. Individuals residing in the city limits of Austin can apply for assistance from either the county or the city. Applicants cannot receive overlapping benefits from these entitiesApplicants found to have received duplicate payments will be required to return program funds to the appropriate government entity.

Mortgage and Utility Assistance

Travis County also offers assistance for mortgage and utility (electric, gas, etc.) payments.

Follow these steps to apply:

  • Choose a community center. You do not have to choose a community center that’s in your neighborhood.
  • Fill out the online application. The application is available in English and Spanish.
  • If you need a paper copy of the application, call a community center. They can mail or fax you an application.

TAX RATE: TRAVIS COUNTY ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR’S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 3.5 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $10.39.
