The Travis County Fire Code requires plan review submittal and a permit from the Travis County Fire Marshal’s Office before beginning construction or making substantial improvements to existing structures. This applies to all commercial, public, and multi-family buildings, as well as any existing building for which its use is going to change.

Substantial improvements are improvements or remodels that will cost greater than 50% of the building’s value according to the Travis County Appraisal District’s certified tax appraisal role for the year preceding the improvement.

Change of use or occupancy classification is when there is a change in the purpose or level of activity in a building (i.e. converting a warehouse into a loft apartment, a house into a bar/restaurant, etc.).
