Travis County Bail Bond Board Meeting Minutes - September 3, 2025

Ms. Ortega-Carter called the meeting to order.

A. Consider minutes of the August 6, 2025, meeting and take appropriate action.

Mr. Engle moved, Mr. Dietche seconded, and the Board voted to approve the August 6, 2025, minutes.

B. Discuss complaint filed against Troy McLehany dba Kwik Out Bail Bonds and receive reports from the County Attorney’s Office and the Complaints Subcommittee and take appropriate action. 1

After a discussion in executive session, Mr. Blackburn moved, Mr. Engle seconded, and the Board voted to send a formal letter to the Complainant expressing the Board’s appreciation for the matter having been brought to its attention, but that the Board does not believe it has any legal authority to act on the complaint.

C. Receive Legislative update from the County Attorney’s Office.

Ms. Cox provided an update to the Board concerning changes in laws relevant to the bail bonding business.

D. Review changes to the Travis County Bail Bonds Board’s approved Article 17.16 Affidavit of Surety and take appropriate action.

Mr. Engle moved, Mr. Blackburn seconded, and the Board voted to approve changes to its Article 17.16 Affidavit of Surety form to be used by bail bond licensees in Travis County.

E. Review changes to the Travis County Bail Bonds Board’s approved Article 17.19 Motion Affidavit of Surety and take appropriate action.

Mr. Engle moved, and Mr. Blackburn seconded, and the Board voted to approve changes to its Article 17.19 Motion Affidavit of Surety form to be used by bail bond licensees in Travis County.

F. Public Comment

Mr. Engle requested to add an item to next month’s agenda concerning the zoning requirements of bail bond offices in Austin/Travis County.

Mr. Engle moved, Mr. Blackburn seconded, and the Board voted to adjourn.

2025 TAX RATE: TRAVIS COUNTY ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR’S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 8.0 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $24.73.
