Travis County Bail Bond Board Meeting Minutes - November 5, 2025

Ms. Ortega-Carter called the meeting to order.

A.   Consider minutes of the October 1, 2025, meeting and take appropriate action.
Mr. Engle moved, Ms. Green seconded, and the Board voted to approve October 1, 2025, minutes.

B.   Consider the renewal application for First Community Insurance Company, agent Billy Engle dba Lone Star Bail Services license # 281423, and take appropriate action.
Ms. Green moved, Mr. Dietche seconded, and the Board voted to approve the renewal application for First Community Insurance Company, agent Billy Engle dba Lone Star Bail Services license # 281423.

C.   Review and discuss proposed letter drafted by the County Attorney’s Office related to possible violations of the City of Austin’s zoning regulations for bail bond companies and take appropriate action.
Mr. Engle moved, Mr. Dietche seconded, and the Board voted to approve sending the proposed correspondence from the Board to Ashley’s Bail Bonds with information on the City of Austin’s zoning regulations for bail bond companies. Judge Meyerson opposed.

D.   Receive update from County Attorney’s Office concerning address information for Bankers Insurance Company, agent Lidio Ortiz, Jr. dba Bring’Em Home 24/7 Bail Bonds, license # 072024 and take appropriate action.
Ms. Cox informed the Board of the updated business address for licensee Bankers Insurance Company’s agent Lidio Ortiz, Jr. dba Bring’Em Home 24/7 Bail Bonds.

E.   Receive update on investigation from the Travis County Sheriff’s Office concerning bail bond scam calls and take appropriate action.
Ms. Cox reported on behalf of Lt. Everill that the investigation is ongoing and no new updates are available at this time.

F.    Consider request from Jennifer Moreno dba Bail Bonds Express for release of certificate of deposit being held as collateral for her license and take appropriate action.
Mr. Engle moved, and Mr. Blackburn seconded, and the board voted to move this request to December meeting.

G.   Discuss upcoming elections to the Travis County Bail Bond Board and take appropriate action
Mr. Cox notified the Board that the election for the criminal defense attorney member of the Bail Bond Board will take place at the luncheon hosted by ACDLA on December 18, 2025, from 12:00pm-1:30pm.  The election for the bail bond licensee member of the Bail Bond Board will continue using Election Buddy and the Justices of the Peace will conduct their election and will announce to the Board at the next meeting. 

H.   Public Comment

Ms. Green moved, Mr. Engle seconded, and the Board voted to adjourn.

2025 TAX RATE: TRAVIS COUNTY ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR’S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 8.0 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $24.73.
