Case Management Unit

• Case Management Officers provide direct and indirect supervision to defendants by monitoring defendants' court dates and bond conditions to assure court attendance and condition compliance.
• Case Management Officers connect defendants with resources in the community that will assist them in maintaining stability (treatment referrals and employment assistance resources).

• Pretrial Legal and Evidence Based Practices (LEBP) has as its goal the use of strategies and practices that are proven to reduce the risk of pretrial failure (re-arrest and failure to appear in court), while assuring the safety of the community and respecting the constitutional rights of the accused.
• The Case Management Unit aligns with Pretrial LEBP through identifying additional opportunities to remind defendants of court-dates, ensuring that supervision of defendants is risk-based, using Motivational Interviewing techniques in supervision, and effectively measuring outcomes of defendant supervision.

Pretrial Officers in the Regular Supervision Unit provide supervision and case management to defendants released on felony and misdemeanor charges. Officers monitor the defendant's compliance with any conditions of bond which the Court may have ordered in conjunction with his/her release and provide support as needed.

Pretrial Officers in the Mental Health Unit serve as a link between defendants with diagnosed mental illness and community mental health resources in an effort to assist these defendants in being stable in the community while awaiting the disposition of their criminal case.

Pretrial Officers assigned to monitor the Family Violence Unit work closely with County Court at Law #4 in Travis County to ensure that defendants comply with the counseling-related conditions that are required of defendants accused of family-violence offenses.

Pretrial Officers in the Ignition Interlock Unit work with defendants charged with misdemeanor and felony cases who are required, as a condition of release, to have the Ignition Interlock Device installed on their vehicle. These officers also monitor defendants required to have the Portable Alcohol Monitoring (PAM) device as a condition of release. They are responsible for monitoring compliance of defendants free on any form of bond (including Personal Bond, Personal Bond with Cash Deposit, Surety Bond, and 100% Cash Bond) and report non-compliance to the court.

The Electronic Monitoring Unit uses several technological means of monitoring defendant compliance. They include Radio Frequency Electronic Monitoring (RF EM - a house-arrest style bracelet), Global Positioning System Electronic Monitoring (GPS - a tracking device capable of determining the exact location where a defendant may have gone), the Secure Continuous Remote Alcohol Monitoring Device (SCRAM - an ankle-worn device that detects alcohol in the wearer's perspiration), and the Mitsubishi Electronic Monitoring System (MEMS - a device installed in the home that requires a user to submit breath samples for analysis for alcohol use).

Pretrial Officers in this unit monitor a population of higher-risk defendants who have been court-ordered to comply with these technological conditions as a means of providing an "extra layer" of security for the community and assurance that the defendant will return to court.

The Pretrial Intervention Program is designed to provide an avenue to treatment for defendants who are in need of substance abuse counseling, but have no insurance or ability to pay for such counseling. The Pretrial Intervention Officer completes an assessment with the defendant and, if it is determined appropriate, he then refers the defendant to outside agencies for additional services.
