UAP Appointments
The individual Commissioner Court members make appointments to numerous boards and commissions. A list of these appointments can be found on the Board & Committee Appointments page. There are 13 additional board and commission appointments that are made by the full Commissioners Court. The Intergovernmental Relations Office manages the process for these appointments following the procedures laid out in the Uniform Appointment Policy. Collectively, these thirteen agency appointments are referred to as UAP Appointments.

- Familiarity with intellectual and developmental disabilities policy and service provision
- Knowledge of behavioral health and/or substance use disorders
- Knowledge of local, state, and federal healthcare finance and funding structures
- Accounting, finance, or business background with the ability to understand and analyze financial statements and statistical reports. Experience with monitoring and analyzing performance metrics is a plus.
- Demonstrated leadership experience requiring strategic planning, execution, and maintenance of successful business operations
- Experience serving on Board of Directors for high-level businesses or for-profit organizations and/or community involvement in multiple leadership roles
- History of participation in local, state, and federal governmental activities, particularly at the policy level
- Commitment to the mission, vision, and values of both Integral Care and the Travis County Commissioners Court
Appointments to the Civil Service Commission for Sheriff’s Office Employees

The Travis County Commissioners Court is seeking applications from qualified individuals to serve on the three-member Civil Service Commission for Sheriff’s Office Employees (The Commission), which serves the employees of the Travis County Sheriff’s Office. One member of the Commission is appointed by the Travis County Commissioners Court, one by the Travis County Sheriff, and a third by the Travis County District Attorney. The Court is seeking to fill their one appointed position on the Board.
The Travis County Civil Service Commission for Sheriff’s Office Employees was created to promote a quality office by establishing and enforcing rules and regulations that pertain to employee selection, advancement, benefits, rights and working conditions consistent with the Sheriff’s Office needs and circumstances.

- Acquainted with the interface between law enforcement and employment issues
Applicants must be at least 25 years of age and have resided in Travis County for at least three years immediately preceding the date on which their term will begin.
Appointment to the Sobering Center Board of Directors

The Travis County Commissioners Court is seeking applications from qualified individuals to serve on the nine-member Board of Directors (The Board) of the Sobering Center, which serves Austin and Travis County. Four members of the Board are appointed by the Travis County Commissioners Court, four by the Austin City Council, and a consensus candidate is jointly appointed by both.
The Sobering Center is a physically safe place for acutely intoxicated persons to be cared for while they sober. It is meant to provide publicly intoxicated persons an alternative option to incarceration and the emergency room. The Sobering Center serves adults over the age of 18, and anyone on any substance (except PCP) is eligible for admission. However, only law enforcement and emergency medical are able to transport intoxicated persons to the Center. More information can be found at https://soberingcenter.org

- Insight into the functioning of County and City governments in regard to reporting, budgeting, and protocols
- Acquainted with the interface between substance use issues and the criminal justice system

Integral Care Board of Trustees

The Travis County Commissioners Court is seeking applications from qualified individuals to serve on the Board of Trustees of Austin-Travis County Integral Care (Integral Care). The Court is looking for individuals who will represent the interests of the County as a whole, as well as supply exceptional vision, business and administrative skills and commitment. The Commissioners Court makes three appointments to the Board of Trustees, as do the City of Austin and Central Health.
Founded in 1967, Integral Care provides a range of community-based behavioral health and developmental disabilities services within the geographic boundary of Travis County. Services include 24/7 hotline and mobile crisis response, residential treatment, integrated behavioral health and primary care, rehabilitation, wellness and prevention. Integral Care is a government agency as well as a 501(c)3 nonprofit, administering an annual budget of $101 million in local, state, federal and private funding and has a staff of over 900 who work at 45 sites across the community.
Integral Care’s Board develops policy in the following areas: internal management, fiscal, contract administration, facilities, human resources, clinical support systems, service delivery systems, clients’ rights, community relations and clinical records. The Board meets at 5:00 pm on the last Thursday of each month. In addition to monthly board meetings, board members participate on established committees and task forces. The time commitment for service is roughly 3 – 5 hours per month.
SKILL SET DESIRED:

Housing Authority of Travis County Board of Commissioners

The Travis County Commissioners Court seeks residents interested in working creatively in public and affordable housing. The Court is looking to fill one vacancy on the Housing Authority of Travis County (HATC).
Applicants should be interested in working with experienced board members to shape the future of key county assets. As the community grapples with housing needs, the Court seeks to build a team of appointees to work proactively on policy, staff development and innovative business processes that will strengthen the organization to provide leadership in this important arena. County staff is engaged with the board to assist in developing a roadmap that will assist new and current members in planning for action.
HOUSING AUTHORITY OF TRAVIS COUNTY
The Housing Authority of Travis County, Texas (HATC) exists to provide safe, decent, and sanitary housing for low-income families in Travis County. HATC currently operates and maintains 154 HUD public housing units and authorizes the issuance of over 500 housing choice vouchers.
One of the organization’s key initiatives is the management and maintenance of HUD Project-Based Rental Assistance (PBRA) units, as well as affordable family and senior developments (non-PBRA) - Carson Creek Homes and Manor Town Apartments, respectively. Another critical aspect of HATC’s mission is the issuance of Housing Choice Vouchers. This program offers qualifying families the flexibility to choose rental units in the private market while receiving financial assistance from HATC.
Beyond simply providing housing options, HATC is committed to empowering our clients through various supportive services. The organization works in partnership with other community organizations to offer job training, educational programs, and access to essential resources. By fostering self-sufficiency among HATC residents, the organization contributes to building stronger communities and enhancing the overall quality of life for those it serves.
QUALIFICATIONS
The Travis County Commissioners Court is seeking qualified applicants who will participate actively in the work of the Board and dedicate their time, talent, and energy to the mission of the HATC. In particular, the Court is looking for applicants familiar with one or more of the following:
- finance and accounting principles
- familiarity with federal and state housing funding sources
- knowledge of financing tools such as bonds, tax credits & incentives
- development/construction process
- property management
- experience working with diverse & special needs populations
- social services
- nonprofit organizations
- strategic planning, and
- affordable/public housing.
