Ciara S. Parks
2024 – 2025

Ciara Parks was born in San Diego, California and she lived there through elementary school. She moved to Cincinnati, Ohio where she attended high school. Ciara then moved to Dayton, Ohio where she attended college and received her B.S. from the University of Dayton in 2004. Ciara earned her J.D. from Western Michigan University Cooley Law School in 2009.
Ciara met her husband Cliffton in college. They have been married for 14 years and they have three beautiful children.
Ciara’s maternal family resides in Waco, Texas. After many years of residing in the Midwest, job opportunities brought Ciara and her family to Austin in 2016.
Ciara is the General Counsel for the Texas Board of Law Examiners. She worked previously as an Assistant District Attorney with the Travis County District Attorney’s Office for over 3 years and the Montgomery County Prosecutor’s Office in Dayton, Ohio for over 10 years.
Ciara is a member of the State Bar of Texas, Director for the Austin Bar Association, Vice Chair of the Austin Black Lawyers Association Foundation, Diversity Equity and Inclusion Chair for the Council of Bar Admissions Administrators, member of the Travis County Women Lawyer’s Association and Associate Coordinator for Central Texas Youth Ministries. Ciara is a servant leader and takes leadership and diverse representation seriously.
Sylvia Hardman-Dingle
2019 – 2023

Sylvia Hardman-Dingle is a retired attorney. She served as the General Counsel, Director of Legal Services, and Ethics Advisor for the Department of Assistive and Rehabilitative Services (DARS) from 2004 until her retirement in 2016. She served as the Deputy Commissioner for Legal Services, General Counsel, and Ethics Advisor for the Texas Rehabilitation Commission (TRC) from 1998 to 2004. She also was a staff attorney in the Fraud Unit of the Texas Department of Insurance was an assistant attorney general in the Tax Division at the Office of the Attorney General. She graduated from the University of Michigan and received a J.D from the University of Texas School of Law. She has served on several volunteer boards and committees including the Citizen Review Panel, the City of Austin Ethics Review Commission, and the State Bar Grievance Committee.
Walter Timberlake
2000 – 2019

Walter Timberlake was born and raised in Austin, Texas. He served on the Civil Service Commission since September 2000. Walter worked for the Texas Department of Health and Community Affairs for several years. After serving the State of Texas in various capacities for over 29 years, he retired and dedicated his time to working with several civic organizations.
