Meet the Staff

Edith Moreida

Program Director

Edith Moreida was hired to serve as Program Director of the Civil Service Commission for Travis County Sheriff’s Office Employees in April of 2017. She has over 27 years of Public Sector Experience, of which 24 years have been with Travis County. In her tenure with Travis County, she has served as chief advisor to a County Commissioner. As advisor, she developed tools to Analyze, Research, Monitor and Develop solutions to assist residents in Southeast Travis County in the areas of Human Resources, Transportation, Regional transit, Emergency Services, and Criminal Justice.

From 2015 to 2017, Ms. Moreida served as Co–Project Manager of the County Organizational Review for the Travis County Commissioners Court. The review involved an analysis of departments under the Commissioners Court purview and over 140 recommendations for improvement.

Ms. Moreida holds a Bachelor of Arts in Political Science from the University of Texas at San Antonio and a Masters of Public Administration from Syracuse University.

Madison Gessner

Assistant Program Director

Madison Gessner is the Assistant Program Director for the Travis County Civil Service Commission for Sheriff’s Office employees. Before coming to Travis County, she served as a political aide to various state legislators at the Texas Capitol. She also spent several years volunteering and working on various political campaigns within the Austin, Travis County area.

Starting in 2014, she served as an Executive Assistant to Commissioner Gerald Daugherty for four years before beginning her tenure at the Civil Service Commission. During her time with Commissioner Daugherty, she gained experience in policy research and analysis on state and county issues and practices in support of local and state government elected-officials. She has expertise in providing operational support to constituents and staff, including office-level Budget, Communications, HR and IT administration. From 2017 to 2018, she served as Co–Project Manager of the County Organizational Review for the Travis County Commissioners Court. The review involved an analysis of departments under the Commissioners Court purview and over 140 recommendations for improvement.

She graduated from the University of Texas Austin with a Bachelor of Science in Corporate Communications and is currently working on her MBA at Texas State University. She also is an active member of the Junior League of Austin.

TAX RATE: TRAVIS COUNTY ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 3.6 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $11.00.
