In follow up to our work session last Thursday, attached is a red-lined version of the Goals of Subcommittees statement that we explored. There seemed to be consensus on:
Commissioner Gomez’ assertion that subcommittees
- Gather information on behalf of the Commissioners Court (not deciding for the Court); and
- Provide feedback to the County Executives (not directly managing the CEs)
Continuing to consider rotation of subcommittee assignments at the beginning of the calendar year. Presumption that at least 1 subcommittee member from the prior year would continue serving for the new calendar year in order to maintain continuity. Needing the CATAA Lyst and the Bulletin Board to be more user friendly - Joe Hon and Paul Hopingardner are working together on ways to improve our experience of these tools
I welcome the commissioners or the county executives submitting agenda requests or requests for work sessions arising from our discussion. For example, my notes indicate:
Commissioner Travillion may be putting forth an agenda request with a proposal for briefing standards. Commissioner Shea may be putting forth an agenda request proposing expectations for exploring horizon issues, e.g:
- As a task of the subcommittee, gathering information and providing feedback where the policy direction of the Commissioners Court is clear and the subject is within the annual work plan of the County Executive; or
- As an agenda request of the subcommittee or county executive when: (1) Clarification by the Commissioners Court on policy direction is needed; or (2) Consideration by the Commissioners Court of adding the subject to the annual work plan of the County Executive is needed
Commissioner Daugherty may be putting forth an agenda request for management and procedural expectations in the absence of a County Administrator

The Word document ("Goal of Subcommittees.docx") that was supposed to be attached to the original post does not appear to have been included, most likely due to Word being an unsupported format for attachments to the online message board.
