ROGER JEFFERIES

Travis County / County Executive, Justice and Public Safety

Mr. Jefferies has more than 29 years experience in finance, contract management, public administration, and program planning and evaluation. Thirteen of those years were with the City of New York at the Police Department and the Department of Correction where he served in various roles including Assistant Commissioner of Financial Management and Deputy Commissioner of Strategic Planning and Programs. Prior to coming to Travis County in February, 2008, Roger served as Deputy Commissioner of Strategic Planning at the New York State Division of Criminal Justice Services. Roger now serves as County Executive, Justice and Public Safety for the Travis County Commissioners Court. His responsibilities include supervising Criminal Justice Planning, Counseling and Education Services, as well as four existing specialty public defender offices serving juvenile and mentally ill criminal defendants, and children and adults in civil CPS cases.

JESSICA RIO

Travis County Executive, Planning and Budget Office

Ms. Rio is a Certified Public Accountant with a Bachelor of Arts in Economics and Latin American Studies from Macalester College in Saint Paul, Minnesota and a Master of Accountancy from Texas State University. She began her career as a Planning and Budget Analyst at Travis County in 1997 and handled all capital budgeting and long-term debt financing for over a decade as a Senior Analyst and later as the Assistant Budget Director. She has worked on five bond elections and led the Budget Office as Budget Director from 2012 to 2015. Jessica now leads the Planning and Budget Office as its County Executive with responsibilities over the County budget, strategic planning, performance measurement and oversight of the County Corporations and Cash Investment Management. She is a native Spanish speaker and is proud to have grown up in Austin, Texas after living in her father’s hometown of Puebla, Mexico.

DIANA RAMIREZ

Director, Economic Development & Strategic Investments

Diana has 25 years of experience in public policy development, budgeting, grants management, and public finance. After leaving the General Land Office’s Coastal Management Program, Diana started at Travis County as a budget analyst in the Planning & Budget Office. In January 2016, Diana was promoted to Director of the newly formed office of Economic Development and Strategic Investments (EDSI). EDSI manages the County’s Strategic Resource Planning, Investment Management, and Corporations Programs as well as the Chapter 381 Economic Development Rebate program and the Public Improvement District program. Diana’s goal for EDSI is to leverage resources and expand partnerships to address economic inequality and affordability issues in Travis County through comprehensive economic development programs.

Diana left her hometown of Laredo, Texas to obtain her Bachelor’s degree in Psychology from the University of Texas at Austin and a Master in Public Affairs from Princeton University’s Woodrow Wilson School of Public & International Affairs. She is also a Certified Government Finance Officer (CGFO).

GEORGE TAPAS

AECOM / VP & National Practice Manager for Alternative Finance & Procurement and Public-Private Partnerships

As Vice President and National Practice Manager for Alternative Finance and Procurement (AFP), and Public-Private Partnerships (PPP), Mr. Tapas is responsible for URS’s opportunities in this emerging marketplace. Mr. Tapas has over 25 years of experience in large-scale infrastructure program management projects including Public Infrastructure, Highways, Schools, Airports Water Systems, and Transit Systems. In particular, Mr. Tapas oversees a specialized group that focuses on projects delivered via non-traditional and emerging procurement methods. His work has included experience in representing both government, and the private sector, with planning, structuring and successfully executing their AFP/PPP initiatives in North America.

MATIAS SEGURA, PE

AECOM/ Senior Project Manager & Advisor- Program Management and Construction Management

Mr. Segura is a born and raised Austinite! He has 10 years of experience in planning, program management and implementation of infrastructure projects. He is part of the AECOM Alternative Finance and Procurement Team Mr. Segura received his MBA from the University of Texas at Austin, and his BS in Civil Engineering from Texas Tech University. Mr. Segura is an alumnus of the Leadership Austin Emerge Program and serves as a board Member for Keep Austin Beautiful. He is a registered Professional Engineer in the state of Texas.

JERIMI HENRY, PE

AECOM/ Senior Project Manager & Advisor- Program Management and Construction Management

Over her 16+ year career in the professional services industry, Ms. Henry has gained a variety of experience working both stateside and abroad in infrastructure, regulatory compliance, construction management, remediation and water resources. She received her Bachelor of Science degree in Civil & Environmental Engineering from the University of Texas at Austin and her MBA in Organizational Leadership from Concordia University Texas. She is a licensed Professional Engineer in the State of Texas and a URS Certified Project Manager. During her free time, Ms. Henry enjoys taking advantage of the numerous outdoor activities that are available in and around Central Texas!

DREW JOHNSON

AECOM / Task Manager – Program Management and Construction Management

Drew Johnson is a Task Manager in Program Management and Construction Management at AECOM, with a variety of experience in planning, analysis, design, and construction management. He completed his B.S in Civil Engineering and the Business Foundations Program at the University of Texas at Austin. He is a fifth generation resident of Travis County, and a third generation civil engineer. Mr. Johnson serves as a board member of The Texas Wesley Foundation, and is a partner at The Austin Stone Community Church.

AECOM / Project Support Specialist – Program Management and Construction Management

Ms. White is a graduate of Texas A&M University in College Station with a Bachelor in Marketing. She joined the AECOM team in 2014 after spending 5 years in the marketing profession. Ms. White is the Project Support Specialist and provides a wide array of services and support within the project team. She enjoys spending her free time crafting and exploring Austin.
