The recently revised Construction General Permit (CGP) for Stormwater from TCEQ became effective on Tuesday, March 5, 2013. According to the TCEQ Regulatory Announcements for Small Businesses and Local Governments, all authorizations issued under the current CGP will expire within 90 days of that date. For coverage under the new permit, a Notice of Intent (NOI) should be submitted to the TCEQ. Construction projects within Travis County’s jurisdiction that have already obtained a Disturbance Permit prior to March 5, 2013 should submit a copy of the new NOI to the Travis County Stormwater Management Program. Operators of large construction activities previously authorized under the expiring CGP have 90 days to submit a new NOI and application fee.

The new CGP and the updated forms are posted on the TCEQ website.

Instead of submitting paper application forms by mail, operators may obtain immediate coverage using the State of Texas Environmental Electronic Reporting System for submitting forms and fees. STEERS users must be sure to complete each step – enter the construction site information on the NOI, submit payment, and print the certificate as evidence of permit coverage.

As a reminder, all construction activities in unincorporated Travis County require a County development permit. The Travis County TNR development permit process incorporates Storm Water Pollution Prevention Plan (SWP3) requirements which are intended to meet or exceed and to compliment the CGP requirements. TAX RATE: TRAVIS COUNTY ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR’S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 3.5 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $9.12.
