CONSIDERATION OF ADOPTION OF ONE OR MORE ORDERS AUTHORIZING THE ISSUANCE OF THE CERTIFICATES OF OBLIGATION DESCRIBED BELOW HAS BEEN POSTPONED UNTIL THE COMMISSIONERS COURT AUGUST 24, 2021 MEETING, WHICH WILL CONVENE AT 9:00 A.M. AT THE LOCATION IDENTIFIED IN THE NOTICE (BELOW). 

NOTICE OF INTENTION TO ISSUE
TRAVIS COUNTY HEALTHCARE DISTRICT CERTIFICATES OF OBLIGATION

TAKE NOTICE that the Commissioners Court (the “Commissioners Court”) of Travis County, Texas (the “County”), convened in a regular meeting on August 10, 2021 and postponed consideration of the matters summarized in this notice until a subsequent regular meeting of the Commissioners Court, which meeting shall convene at 9:00 a.m. on Tuesday, August 24, 2021, at its regular meeting place in the Commissioners Courtroom, 700 Lavaca Street, Austin, Texas and, during such meeting, the Commissioners Court will consider the passage of one or more orders authorizing the issuance of not to exceed $81,000,000 total principal amount of certificates of obligation, on behalf of and for the benefit of Travis County Healthcare District (doing business as “Central Health”) (the “District”), in one or more series (collectively, the “Certificates”), bearing interest at any rate or rates not to exceed the maximum interest rate authorized by law, as shall be determined within the discretion of the Commissioners Court at the time of issuance of the Certificates, and maturing over a period of not to exceed forty (40) years from their date of issuance, for the purpose of paying contractual obligations to be incurred for (i) the acquisition, construction, improvement, renovation and equipping of buildings and land to be used as medical clinics located in Del Valle and Hornsby Bend, (ii) the acquisition, construction, improvement, renovation and equipping of buildings and land to be used as a site for the management and administration of District services and the delivery and provision of clinical and medical services located at 1000 E 41st Street, Austin, Texas 78751, and (iii) related professional services, including legal, fiscal, engineering and design fees, and costs of issuance. The Certificates are to be payable from ad valorem taxes, within the limits prescribed by law, and surplus revenues derived from the operation of the District’s healthcare facilities, such pledge being limited to $1,000.  The estimated combined principal and interest required to pay the Certificates on time and in full is $108,250,500.  Such estimate is provided for illustrative purposes only and is based on an assumed interest rate of 3.00%. Market conditions affecting interest rates vary based on a number of factors beyond the control of the County and the District, and neither the County nor the District can provide any assurance regarding the rate of interest that the Certificates will bear upon their issuance.  As of the date of this notice, the aggregate principal amount of outstanding public securities of the District secured by and payable from ad valorem taxes (excluding public securities secured by an ad valorem tax but designated by the District as self-supporting) is $6,105,000, and based on the District’s expectations, as of the date of this notice the combined principal and interest required to pay all of the outstanding public securities of the District secured by and payable from ad valorem taxes (excluding public securities secured by an ad valorem tax but designated by the District as self-supporting) on time and in full is $6,337,659.  The Certificates are to be issued, and this notice is given, under and pursuant to the provisions of Subchapter C of Chapter 271, Texas Local Government Code, as amended and Chapter 281, Texas Health and Safety Code, as amended.

TAX RATE: TRAVIS COUNTY ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR’S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 3.5 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $9.12.
