Travis County TNR is proposing that the Travis County Commissioners Court adopt amendments to Travis County Code, Chapter 82, relating to water quality protection provisions. The Travis County Commissioners Court will hold a public hearing on Tuesday, June 21, 2016 at 9:00 a.m. in the Commissioners Courtroom in the Travis County Administration Building (First Floor), 700 Lavaca Street, Austin, Texas 78701 regarding the proposed amendments.

The purpose of the amendments is to make the water quality protection standards in Chapter 82 consistent with standards adopted by the County in 2014 to Title 30, Austin/Travis County Subdivision Regulations and to implement State of Texas requirements for small Municipal Separate Storm Sewer Operators. The County has prepared a takings impact assessment of the proposed revisions. The takings impact assessment concludes that the proposed amendments fall within several exemptions from the Private Real Property Rights Preservation Act, that the amendments do not constitute a taking because they do not eliminate viable economic uses of property. It states that alternatives to the amendments will not adequately further the amendments’ purpose.

A draft version of the proposed amendments to Chapter 82 was circulated to area stakeholders on January 13th, 2016. A stakeholder meeting was convened by Travis County TNR staff on February 11th, 2016. Stakeholders were provided another 30-day period during which comments on the draft proposed amendments could be provided. The comments received and the responses to the comments are summarized here.

TAX RATE: TRAVIS COUNTY ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR’S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 3.5 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $9.12.
