Colleagues, I would request a delay in the discussion of changes to Chapter 32 Purchasing Policies until September 25, 2018. The policies do not address the Court's two motions related to recommendations to revise the policy.
MOTION: Direct the County Attorney's Office to draft language to achieve the goals that we discussed related to Chapter One of the County Code, regarding matters within the Commissioners Court core functions to be brought to the Commissioners Court for direction before issuance of a Request for Information (RFI) or of other solicitations. RESULT: APPROVED [4 TO 1] MOVER: Brigid Shea, Commissioner SECONDER: Jeffrey Travillion Sr, Commissioner AYES: Jeffrey Travillion Sr, Brigid Shea, Gerald Daugherty, Margaret J. Gómez NAYS: Sarah Eckhardt
MOTION: Recommend to the Purchasing Agent that she include in the upcoming revisions to Chapter 32 of the County Code, The Purchasing Manual, that the Purchasing Agent restrict any further issuances of solicitations, including Request for Information, that are a significant departure from existing policy or practice, unless the solicitation is previously brought to the Commissioners Court. Commissioner Shea has requested a delay in considering the Chapter 32 re-write. I have a proposal that may accommodate the various schedules.

The Purchasing Agent informs me that Section 32.092(b) of the proposed Chapter 32 is meant to address Commissioner Shea's motion. I ask the Court to vote Chapter 32 on 9/18 excluding Section 32.092(b). we can return on 9/25 to vote on Section 32.092(b) separately after Commissioner Shea's return.

Commissioner Shea, could you or your staff work with the Purchasing Agent and the County Attorney's Office on the proposed language of Section 32.092(b) to make sure it addresses your concerns prior to the 9/25 Voting Session?
