Commissioners,

This week’s agenda again contains two agenda items related to Strategic Housing Finance Corporation. Item 42 relates to amendments to the SHFC By-Laws and attached to this post are proposed changes for discussion. In development of these proposed changes, we have spoken with the lawyers at Texas Rio Grande Legal Aid, BASTA, tenants, other community stakeholders and county staff. Item 17 relates to appointments by the Court to the SHFC Board.I would appreciate your thoughts and look forward to discussing:

Amending the by-laws to provide improved tenant protections and accountability and transparency as relates to SHFC;
Amending the by-laws for SHFC to add an additional two tenant representatives; and
Directing staff to do an open call for the two new tenant representatives if created, to fill the currently vacated seat, and to fill the term that expires at the end of this year

TAX RATE: TRAVIS COUNTY ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR’S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 3.5 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $9.12.
