Dylan Moench, Chief Counsel
Dylan rejoined the Travis County Office of Child Representation in 2024 as Chief Counsel. He had previously served as a staff attorney with the office from its founding in 2009 until 2015.
Prior to joining as Chief Counsel, he served as the Legal Representation Director for the Texas Children’s Commission where he focused on improving outcomes for Texas children through statewide projects enhancing the quality of legal representation for parents and children.
He earned a Juris Doctorate from the University of Texas School of Law in 2003 and a Bachelor of Science in Philosophy from the University of Utah in 1999. He is a National Association of Counsel for Children Child Welfare Law Specialist and a Board-Certified Child Welfare Law Expert by the Texas Board of Legal Specialization.
He lives in South Austin with his wife and daughter where he enjoys visiting the Wildflower Center, playing chess, and watching Liverpool F.C.

Audra Stratman, Attorney
Audra Stratman, a Licensed Master Social Worker (LMSW), joined the Office of Child Representation in March of 2025. She earned both her Master of Science in Social Work and Bachelor of Social Work from the University of Texas at Austin.
As a former Child Welfare Education Collaboration scholar, Audra is deeply passionate about child welfare and has experience working within both the child welfare system and school environment.
Guided by the core values of social work, such as service, social justice, and the dignity and worth of every individual, Audra is committed to promoting the well-being of children and families.
Outside of her professional life, she enjoys traveling with her husband, reading, and trying new foods.

Christine MacDonald, Attorney
Christine MacDonald joined OCR in 2023, bringing a wealth of experience from her background in child welfare. A native Austinite, Christine earned her degree from the UT School of Social Work before pursuing law school at the University of San Francisco, where she concentrated on child welfare practice.
Before returning to Austin, Christine worked at the Children’s Law Center of California in Los Angeles, advocating for young adults in extended foster care. Her move back to Austin was motivated by a desire to be closer to family.
Christine is deeply passionate about working with teenagers and enjoys mentoring aspiring attorneys. Outside of her professional work, she is an avid yoga enthusiast, loves walking with her dogs, and enjoys dancing to live music.
A dedicated sports fan, Christine cheers on all teams but especially the Longhorns and Cowboys.

Emmarie Foerster, Attorney
Ms. Foerster is one of the Travis County Child Representation’s staff attorneys, who, over her multifaceted career, has represented children in both Texas and Arkansas.
She is a graduate of University of Arkansas Law School - Little Rock and started her career in the shadow of the Ozarks helping families and children.
After starting her career in Fort Smith, Arkansas, she moved to be with her husband and start a family in Texas. After some time as a private attorney representing parents and children, Ms. Foerster began working for Travis County in her role as a staff attorney, focusing her practice on representing children involved in the Travis County Parents in Recovery Drug Court Program.
She is a consummate fountain pen enthusiast and loves all K-pop.

Nancy Stait, Attorney
Nancy Stait is a dedicated attorney who has passionately advocated for her clients in the child welfare system since graduating from the University of Texas School of Law in 2012.
Since joining the Office of Child Representation in 2016, she has worked tirelessly to protect the rights and well-being of vulnerable children, ensuring their voices are heard.
Outside of work she is a mom to three girls, spending her free time at gymnastics competitions and enjoying the unique blend of nature and culture that Austin has to offer.

Kelly Gourley, Office Manager & Senior Paralegal
Kelly Gourley graduated from Southwest Texas State University and then pursued her Paralegal Certification at Austin Community College.
After college she embarked on many adventures throughout her professional career. Starting at Travis County working in various departments. She has extensive knowledge in management, criminal misdemeanor and felony cases.
After eight years she decided to try something different and moved on to a private civil firm specializing in medical malpractice defense. That adventure then took her to Dell in their litigation department where she spent 10 years before returning to Travis County.
Kelly joined The Travis County Child Representation Office in 2023 as the Office Manager & Senior Paralegal.
Fun fact: Kelly grew up as a military child (USAF), traveling all over the US before landing in Austin, Texas when Bergstrom Airport was an actual Air Force Base.
She met her husband, a native Austinite, yes, an Austinite and together they had one daughter. In her free time, you can find her chasing after her two grandchildren, at the lake or saltwater fishing in Rockport.

Sebastian Buantello, Senior Paralegal
Sebastian is a Certified Paralegal with over 20 years of experience in the legal field. A fixture at the Travis County Courthouse since his teenage years, Sebastian spent 13 years at the Travis County District Attorney’s Office, where he supported a wide array of felony prosecutions.
His caseload included complex matters involving public corruption, environmental crimes, law enforcement misconduct, mental health and veterans' dockets, CPS cases, juvenile offenses, drug-related charges, family violence, and capital offenses.
Throughout his tenure, Sebastian has worked alongside approximately 70 attorneys, providing trial support, legal research, and case strategy for some of the county’s most high-profile and sensitive cases.
In 2017, Sebastian was recruited by the Office of Child Representation to serve as Trial Paralegal. Since joining the team, the office has maintained an unbroken record of success in jury trials—a testament to his meticulous preparation and courtroom acumen.
Outside of his legal work, Sebastian is a dedicated father, husband, and local Tetris champion.

Taylor Williams, Legal Secretary
Born and raised in Austin, Taylor has spent the past decade serving the county in a variety of roles, gaining valuable experience in public service and administration.
In 2024, she earned a Paralegal degree from Austin Community College, adding to her strong foundation in legal and government work.
Outside the office, Taylor enjoys spending quality time with family.

George Cruz, Paralegal
George grew up in San Diego, California, and pursued his studies in Paralegal Studies at Cuyamaca College before relocating to Austin, Texas.
In February 2018, he joined The Travis County Office of Child Representation as a member of the administrative team, where he has remained committed to serving the residents of Travis County and its surrounding areas.
Outside of work, George enjoys cheering on his favorite baseball team, the San Diego Padres, and attending Austin FC matches.

Kimberly Wilson Vincent
Kimberly is a dedicated attorney and a lifelong advocate for families and communities. Kim is a proud graduate of the Louisiana State University Paul M. Hebert Law Center who has built her career around standing up for children.
In 2008, she launched her law practice focused on family law and child welfare. Since then, she has represented clients in hearings and trials in Travis County and beyond, always bringing compassion, clarity, and commitment to every case.
Kim is a mediator trained in family and CPS mediations, and she has a deep understanding of how these cases affect families.
Kim’s passion for justice extends beyond the courtroom. She actively engages in improving child welfare and preventing domestic violence, lending her voice to local and national initiatives such as the Improving Racial Equity Across Courthouses initiative and the Domestic Violence Fatality Review Project.
Community service has always been central to Kim’s work. She has volunteered with Volunteer Legal Services, AIDS Services of Austin, mentored young women, and supported art programs in Austin schools through the Mexic-Arte Museum, where she served as a long-time board member.
Additionally, she is a proud member of The Links, Incorporated, and Alpha Kappa Alpha Sorority, Incorporated, and remains a devoted member of St. James Episcopal School and Church.
In 2017, Kim received the honor of being named a Yellow Rose of Texas, acknowledging her exceptional contributions to justice, the arts, and community service.
In her free time, Kim enjoys gardening, decorating, and traveling.

JaQuoiyia Coleman, Social Worker
JaQuoiyia is a dedicated and compassionate social worker with over eleven years of experience in providing support to individuals and families in need. Born and raised in Birmingham, Alabama.
She received her Bachelor's Degree in Psychology with a Minor in Sociology from The University of Alabama in Tuscaloosa, Alabama. With a commitment to empowering others, she proudly worked both at the state and local level ensuring the needs of all were met.
JaQuoiyia then relocated to Austin, Texas shortly after obtaining her Master of Social Work from Alabama Agricultural & Mechanical University.
Outside of the office, JaQuoiyia enjoys reading, traveling, and trying new foods.

Lucie Jones-Guajardo, Attorney
Lucie is a highly proficient family and civil litigation attorney. She joined the Office of Child Representation in 2018. Lucie brings a zealous and compassionate approach to representing children.
Before joining OCR, Lucie spent over 15 years in private practice building a successful legal career concentrated on family law (including child welfare litigation), immigration, criminal defense, and civil litigation.
Lucie also served as a consulting family law attorney for the Mexican Consulate in Austin in areas of the Hague Convention on Private International Law and provided strategy recommendations for divorce, paternity, child support, child welfare, and protective order cases.
Lucie holds a J.D. from the University of Texas School of Law, a B.A. from Tufts University in International Relations and Spanish. Lucie is fluent in Spanish as a result of living abroad for a year in Oruro, Bolivia and speaks conversational French and Swedish.
Lucie has been a long-term member of the Asian Pacific Interest Section of the Texas Bar.
