The Benefits Committee, Planning and Budget Office, Human Resources Management Department and our Benefits Consultant, Frost, have worked diligently to maintain the current premium costs while providing a comprehensive benefits plan for County employees, retirees, and their covered dependents. The Benefits Committee met several times with Frost to review plan options. The Committee agreed to continue with the option that balances employee affordability and provides employees and retirees with a better plan design which reflects lower out-of-pocket costs for most employees. The Benefits Committee recommended Option 2, which is outlined below.

Due to increased budget constraints and legislation that will place a cap on the County revenue can generate, the Planning and Budget Office (PBO) did not support the option with plan design changes that would result in a 4.4% increases in rates to the County, employees and retirees. The rate increase with no plan design changes is 2.1% to the County, employees and retirees. PBO believes the option with no plan design changes is more sustainable over time. PBO is not in favor of the proposed plan changes and the higher contribution costs. There is a $1.8 million additional cost to the County and a $265,000 combined increase to employees and retirees at the 4.4% rate increase with plan design changes rather than the 2.1% rate increase with no plan design changes. Travis County has a self-insured health program for employees and retirees. Maintaining the sustainability of our health plan is a priority.

Prior to the Employee Hearing, there are education sessions scheduled at various locations throughout the County. Benefits staff and a UHC representative will explain the proposed changes and answer any questions. The Employee Public Hearing for Benefits and Compensation is scheduled for Thursday, May 30th at 4:30 pm in the Commissioners Court Room located at 700 Lavaca Street, Austin, TX 78701 (Map). If you would like to submit a comment, please complete the survey by May 28th!
